Is there subtle difference in the meaning between "1" and "2"?
If so, I would like to know the difference.
1. I should be going.

To me, 1 means 'I should leave (I've been here long enough/I don't want to miss my bus)'.

2 means 'I should make a start (I've thought about it long enough; it's time for action)'.
