Why is "to" used in the sentence?
Can it be replaced with on?

It is a slightly awkward fusion of "power to the system" (i.e. power connected/delivered to the system) and "turn the power off". Perhaps the writer had "connect power to the system" in mind, and tried to apply the same pattern to "turn off". Better to say "Before you turn off the system power ...". Replacing "to" with "on" makes things worse, not better.
