Hi,

At the Saturday-Sunday, October 27-28, 2007, issue of the International Herald Tribune, under the article heading (name) of "UN issues 'final wake-up call' to world on the environment", I saw this paragraph.

The report said 250 percent more fish were being caught than the oceans could produce in a sustainable manner, and that the number of fish stocks classified as collapsed had roughly doubled to 30 percent over the past 20 years.

I have difficulty understanding what 'over the past 20 years' refers to: past 20 years from today or past 20 years from the date of the report?
