Before vs Following

Please look at the following question.

I've just come back to the hotel ______ my inspection on our factory in penang, Malaysia.

(a)before (b)following

The correct answer is (b)following. I've searched comments in respect to the difference between "before" and "following" here,but couldn't find.

I think I can put "before" there,as well. Am I wrong? Someone has said that I have to put a concrete time like which day,what time,or something like that when I want to use a preposition of "before"

But I don't think so. I think I've seen a lot of sentence without descriptions on time. Like this. "She's lived there since before the war"," Leave your keys at reception before departure"

[Q1]Could you tell me why I can't use "before" as a preposition,not a conjunction in the sentence?
[Q2]And whether or not replacing "prior to" in that sentence?

Yes, "after", relatively speaking, has the same meaning. "Following" is a present participle that make up the adverbail phrease.

It should be 'inspection of our factory'.
