before the date and by the date ?

Hi everyone.
I have a question from a book like this:

Paragraph:
"New customers who pay in advance for three months of offline service before 30 july will receive one month of free data storage - that's a nearly $180 value for just under $120! Call or email to set up your account"

Question:
About how much does three months of offline storage cost for customers who subscribe by july 30?

1) 120
2) 180

I think this sentence "before 30 july", so the last day is 29 July. So if customers subcribe at 30 July they won't get $120 price but must be $180 price. But the answer from the book is $120.

So am I right or wrong? thanks for reading !

That is true, but that is not the question. "by July 30" does not mean including July 30.

Hi, I think "by the date" is not after that date, so it is before or on that date (including that date). I read it from this link (http://www.pearsonlongman.com/ae/azar/grammar_ex/message_board/archive/articles/00016.htm).

The question was about 'before 30 July', which does not include 30 July.. 'By 30 July' does include 30 July.
