: before qutations and use of 'the'

Hey there!

I have two questions.

1) can I use a colon before speech quotation like this:

Jamie told Ben: "Let's go eat."

2) In a kids book, is it ok to write:

'When the evening came'

meaning when the day became evening..

or maybe I should say: 'When evening came'

Or is none of them correct?

A comma used to be standard before a quoted sentence, but these days, no punctuation mark is needed.
