Before or After?

Hi! everyone. Could you tell me what does "since" in the below sentence mean?
"Half of all women in Canada have experienced at least one incident of physical or DOMESTIC violence since the age of 16"
now what I think this sentece means that the women have experienced domestic or physical violence before they are of 16 years of old.
"Half of all women in Canada have experienced at least one incident of physical or DOMESTIC violence when they are 16 years old" Am I right here?
Does "since" mean "when" in the above sentence?

Since never means when; it can mean either after or because.
