Before?

Hi teachers,

Which sentence is grammatically correct?

Before changed last year, the speed limit was 70 kph.

Before being changed last year, the speed limit was 70 kph.

I think both of them are OK, but some grammarians say only the second one is grammatically correct. What do you think?
