Before?

Hi! everyone.Could you tell me ,whether this sentence is correct?Google has said before they didn't use Clang and LLVM because of performance issues.
I have one more question,do we use a negative sentence after before I can't understand why wasn't this( in the above sentence) said-:Google had said before they used Clang.........

" I think you are confused because you have misunderstood how BEFORE is used in that sentence, and because THAT was omitted. If you just look at the part of the sentence that says "before they didn't use Clang", it does not sound right. The sentence is poorly worded.

I think BEFORE is being used to mean IN THE PAST:
"In the past, Google has said before that they didn't use Clang and LLVM because of performance issues."
A clearer way of writing this would be:
"Google has previously said that they were not using Clang and LLVM because of performance issues"
In other words, at some time in the past, Go

No. We almost never do that when before introduces a clause, but Kris has already explained how this case is different.
