"become the latest"

Following is a sentence from an article in economist.com.

On September 27th Research in Motion (RIM), the Canadian firm that makes the BlackBerry smartphone, became the latest to announce plans for a tablet when it unveiled its PlayBook, which will go on sale in early 2011.
I want to ask about the phrase "become the latest to-inf."
I can understand its literal meaning, but what I want to know is whether it is used with a certain emotion. In other words, does the sentence above have some implication like "RIM finally announced plans" or "at last," or "in the end."
