Become or Became?

1) He become very arrogant

2) He became very arrogant

1) means that now he become very arrogant?

2) means that last time he was arrogant & now he might not be arrogant anymore?

Someone kindly advise me on these two sentenses.

He become s - you need an S. It's odd to use simple present here. Simple present can be used to mean repeated actions.
