Because

1. I am going to study hard because I need to pass the exam.

2. I am going to study hard.
That is because I need to pass the exam.

I don't understand the structure of the underlined sentence. The "because clauses" in the underlined sentence and the sentence #1 are the same, but in sentence #1 the first clause has a subject and a predicate whereas in the underlined sentence "that is" is the first clause and it doesn't have a predicate.
Is the underlined sentence grammatically correct ?

So it can be written as "That he failed to qualify was because of is injury."
But the standard syntax for the use of "because of" is "Subject + predicate + because of + nou
