beating others’ time with their girlfriend?

He is strange. He doesn't go steady with any girl, but enjoys beating others’ time with their girlfriend.

Hi! Would someone else tell what " beating other's time with sb" mean?

By the way, is here a function for "quote" in the post? I cannot find it.

Thank you!
