Beating image, they are in control of most that matters
These are typical group of people, necessarily from a particular geographical zone. Allow them to settle down on one foot, they will start kicking ungratefully with the other - all other considerations notwithstanding. Who cares for what beating image of India gets? One feels tempted to comparie this behaviour with what traumatic treatment some of our unfortunate and unsuspecting tourist guests receive in India at the hands of very such people. Shameful. And they are in control of most that matters.
Could you please explain to me or rephrase the emboldened parts in a simple way?
