Bears upon

The theoretical has value only when it bears upon the practical.

The theoretical has value only in its relevance to the practical.

Hi,

I want to get your expert opinions on whether these two sentences make sense.

Additionally, I want to know if

putting "the" infront of "theoretical" or "practical" to mean "theoretical/practica things in general" is OK.

Thanks
