Bear the brunt

Hi,

"France was one of the countries that bore the brunt of oppression during the Second World War."

Could I use 'bear the brunt' to express that people in many countries had to live under oppression during WWII?

Thank you.

Consider this simpler example.

eg The boss was angry with his employees. Mary bore the brunt of his anger.

This means he was more angry with Mary than with the other employees.
