Hi
"One of things that are used to make a food."

I think the sentence above should be "One of things that are used to making a food."

Am I right? Or not pls tell me why?

This is not a complete sentence. I am gussing that you want to say " One of the ingredients used to make X is Y..."

Unfortunately, you are not.

- One of the things that are used [by people] to make food.

is the passive construction of

- One of the things that people use to make food.

To is not a preposition there, it's the head of the infinitive to make food
