Be trading partners

She had a message for India: "'We were born out of you so you need to think of us. Let's talk and be trading partners."

What is the grammatical function of "be" before trading partners? Pleas elaborate its usage in the given context. What would be the change in meaning if we say, "become trading partners" instead of "be trading partners ?"
