Be to Verb_infi or be V_ing

Hello everyone,

I was asked to find grammatical mistakes in the following sentence, I know where it needs to be fixed but I'm confused which way should I correct it?

"The mission of the charity is improve the quality of the lives of people with hear impairment."

So I knew the verb "improve" needs correcting, but should it be "to improve" or "improving". In what cases we use "be to Verb_infi" and "be V_ing"?

You have an equative sentence here. Something IS something else.

*[The mission of the charity] IS [improve the quality of the lives of people with hear impairment].

The reason you shouldn't use an -ing form after the "is" is that it might form a continuous tense with "is".
