The form, be to not to do doesn't seem to appear in grammar books.
It is being much used?
Here are some examples from Google.

The examples you cited are wrong in that the first "to" should not be there. Otherwise, the first and second sentences are good and natural in these contexts - formal prohibitions.

The third sentence makes sense up to "mission". I guess the writer then meant to say something like : "... so that we will finish strongly."
