"Be there by 6pm..." or "Be there at 6pm..." or "Be there at around 6pm..."

1-Be there by 6pm...

2-Be there at 6pm...

3-Be there at around 6pm...

Which is correct?

It all depends on what you are trying to say:

By : no later than 6pm.

At: at 6pm sharp.

Around: at approximately 6pm.

Is there any way to shorten sentence 3? I want to say sentence 3, but I find myself saying sentence 2 (because there are fewer words).
