Be terminated effective prior to Aug. 1, 2011?

Hi, teachers,

There is a lease agreement stating the lease may not be terminated before August 1st, 2011.

Two questions:

One, does the 'may not' here mean 'mustn't' or 'will not be allowed to'?

Two, an initial English version tried to express the same meaning by using the following words and please check if it is correct: this agreement may not be terminated effective prior to August 1st, 2011.
