Be taught to swim or should be taught to swim

1. The report urged that all children be taught to swim.


2. The report urged that all children should be taught to swim.


I know the first sentence is fine and it is a passive construction.


How about the second sentence? Is it correct? Is it a passive sentence too?

I don't think the first sentence is correct. The second has passive voice.

Both are correct and common sentences of advisement ('urged'). Both are passive voice in the dependent clause. The first uses subjunctive, the second uses the 'should' alternative to subjunctive, which is favoured, I believe, in BrE.
