Be suspended

Does "whose workings are suspended" in the context below mean something like

1. they lose their workings and take new workings, in this parody of ....

or

2. their workings oscillate and fluctuate between Surrealist poetics of the readymade and Freudian symbolism of sexual intercourse ?

Context:

While some artists have used this symbolism to comic effect, for example Jake and Dinos Chapman’s Little Death Machine (Castrated), 1993, in which hammers and artificial penises are attached to a mechanical contraption whose workings are suspended in a parody of both the Surrealist poetics of the readymade and Freudian symbolism of sexual intercourse, this does not really get us very far in thinking about process and meaning in art.
