Be rest assured

The nation can be rest assured since its public sector debt is rising at a fast pace.

I found this sentence in some article but I can not understand how can "rest assured" be used as an ajective. I think it should be written just as "rest assured" without "be". Am I right? Or there is more than I know?

Plz. help me out. I really need your help. Then, thanks a million in advance.
