Be replaced

Hi guys!

The billionaire mining magnate today suggested FFA CEO Ben Buckley be replaced by “somebody with a football background”

I'm stuck with this one....Why do we use "be" instead of "will be" or "is"?

cheers

For instance: The magnate today suggested that 'somebody with a football background' (should) replace FFA CEO Ben B. = Seems impolite because it sounds like a direct insult, like the man's qualifications are really inadequate. Powerful people are careful not to sound impolite.
