'Be" or "am, is, are''

"Why be used "wouldn't" instead of, for example, "didn't"?"
"Why is "wouldn't" used instead of, for example, "didn't"?
Would you please tell me which of them is correct?, i mean i know the second sentence is correct but i don't know when we use "Be" for passive tense and when we use "am, is, are"?

"Be" is used for the imperative:

Be here at 8:00 am sharp!

That is grammatically wrong.

It would be correct with "let."
Let Chancellor Angela Merkel be criticised for not raising the issue of human rights and press freedom in Egypt last month.
