'Be one's own master'? Could you, please, help with this?

Hello,

Does ’to be one’s own master’ refer only to situations where someone has his or her own business or they are the boss, or, can it be used also for people who are very independent? Who ’write their own rules’, so to speak?

And, what other expression(s) could one use to express these latter qualities in someone?
