I understand that Mister Micawber has made it clear, but still I would like to tell a few lines about your first sentence.

I am also an Indian and this line was told by the anti-corruption campaigner Anna Hazare in his letter to PM about the Lokpal Bill. A paragraph about it was given in many newspapers, I have come across it. Here, Anna Hazare expresses his displeasure towards the goverment-proposed Lokpal Bill. He expresses it in an offical letter to PM. He means to say that this letter can be used as a proof at anytime in the future and he also highlights that he has told(expressed) his extreme displeasure in an 'official writing'.

This is what your sentence means.

Your second sentence:

It means that 'the services rendered by him/her has been officially written(recorded) as a document and can be seen as a proof'.
