Be of ~ing?

Mutual hostilities and suspicions are aggravated by the inability of both proponents and opponents of any change to predict convincingly what all of the effects will be of making the change or of not making it.

I want to know about the "of be ~ing" form. Is it wrong if I don't put 'of'?
