Be made incur

Hi,

"But the comments were seen as a signal to banks and bondholders that they will not be made incur losses on Greek debt." [From the BBC web site.]

Why does the infinitive "incure" follow the phrase "be made" instead of the "to incure" in the cited sentence?

Thank you.
