Be made by -ing

The food is made by mixing sugar with water.

Can I rewrite the sentence to

‘Mixing sugar with water makes the food’?

Or ‘by-ing’ is just another expression that has a certain meaning, like ‘You can go there by taking a bus’?

What do you native English speakers think?
