BE LIKELY TO

Hi, everybody!
Could you please help me with this question:
Chelsea is likely to win the Champion League.
A. It's impossible for Chelsea to win the Champion League.
B. It is almost certain that Chelsea will win the Champion League.
C. Chelsea must have won the Champion League.
D. It is quite possible that Chelsea will win the Champion League.
I know that the key is either B or D. I personally choose B but I have my doubt. Can you help me out? Many thanks.

"be likely to / be bound to / be to" i.e.
1. He is likely to come.
2. He is bound to come.
3. He is to come.

1. He is likely to come. There's a good chance he will come. Not a very, very strong expression.

2. He is bound to come. He is very, very likely to come. I'm sure he will.

3. He is to come. He must come. This expression is rather literary, not common in
