Be known to do or to be doing sth

Hello.

Can you tell me which one is correct?

1. be known to do (sth)

2. be known to be doing (sth)

I have come across both of these expressions and I don't know which one I should use.

1. He is known to tell lies. Sounds like he does it a lot. Sounds like it is part of his character,, (past/present/future).

2. He is known to be telling lies. Sounds like he is doing it now. Maybe he doesn't normally do it.
