Can anyone explain this question?
1-a. When it was judged that a patient was too seriously injured, he/she was excluded.
I think, I can express the same meaning of 1-a. by using "to infinitive" as 1-b below. There is no grammatical problem, I think.
1-b. A patient judged to be too seriously injured was excluded.
But how about this?
2-a When it was judged that a patient should be treated in the ICU, he/she was excluded.
Here I want to ask you this. Can I say the same meaning of 2-a by using "to infinitive" as 2-b below? I want to accurately express the meaning of "should." And, should I add anything in ()?
2-b. A patient judged (___) to be treated in the ICU was excluded.

About 2-b "A patient judged to be treated in the ICU was excluded," I am afraid that the meaning "should" cannot be expressed.
Here, what I want to say is, "When it was judged that a patient SHOULD be treated in the ICU," not "When it was judged that a patient WAS treated in the ICU"
