Wouldn’t that be a good idea?

I saw the above example in the Cambridge online dictionary.

please explain to me the use of "be" here?

are there any rules or clue here that suggest that "be" is required?

Modal verbs (like would) must be followed by the base form of another verb.

would like, would say, would do, would find, would be

The alternative, leaving out be, is ungrammatical.

Wouldn't that a good idea? is completely wrong
