'be focused on' VS. 'focus on'

Universities will be focused on the development of basic research and training young researchers, while research institutions will focus on the development of open-source and proprietary technology and the industrial sector will be focused on the commercialization of the technology."

What is the difference between 'be focused on' and 'focus on' in the sentence?

Thank you so much as usual in advance.

There is a slight implication that 'be focused on' means somebody else is making them do it, and 'focus on' is their own free choice, but this is not certain. it may just be random.
