Be critical of VS Be ciritical on

Please look at the following 3 sentences.

[1] Many developers and local business leaders have been critical of the hotel project that the local government approved.
[2]Researchers report that declining sales of notebook computers in the United States are indicative of a shift in consumer preferences for even smaller portable device
[3] His abilities are not reflective of the team as a whole

Q1) I think this question can be a silly one to you, guys. But who knows there is a special reason there?
Why did the writer use the expressions like "Be+Adjective+Preposition"? (I've felt American & English so much like using "adjectives") There are simpler and easier expressions. "is criticizing"," are indicating",and "are not reflecting".
He just prefer that kind of expression,is it all?

Q2) Can't I change the existing prepositions to other ones in those expressions ? Like this.
[1] Been critical on the hotel project
[2] are indicative about a shift
[3] are not reflective through the team

Thank you your kind answers in advance.
