Be being vs be

Hello, teachers. I heard a sentence on TV today and I would like to know if it's grammatically correct:

The China young people are being the driving force for changes.

Why not just use 'are the driving force'?

The sentence is incorrect. I would say:

In China young people are the driving force for change / changes.

Change can be used as an uncountable word in your sentence if you like.
