In this context, it probably means “to remain in the background and feel helpless because that person could not do much for his/her friend"

3. Be a friend to your daughter but also a leader.

A friend to your daughter is correct. To implies direction. The daughter will be receiving your “friendship”. She is a daughter to you, and you a father to her. Now, you are also a friend to her.

"To" helps define what roles you have toward your daughter. You could be a father, a friend, a teacher, a counselor, a confidant, a sounding board to your daughter.
