My question is, why "be" is needed to be in that sentence? Is it grammatically wrong if the sentence is without "be"?

I'd just add to what ivanhr said that the underlined clause is in the passive voice and hence requires "be" + a past participle. If "be" is dropped, the sentence becomes ungrammatical.
