Hello,

1.The BBC are to introduce a new radio service.

The be + to infinitive is used to tell that something will happen in the future.In addition to this, this type of construction also suggest that something is very much required.

Is there any other use of " be + to infinitive"?

Does (1) suggest the future activity?

I can't think of any other "is to..."
However note that words can be inserted that change the meaning.

eg
The BBC are likely to introduce... --- they very strongly like the idea of doing it, likelihood of it happening 75% or better

A "trick" answer could be something like "I know how lucky I am to work here", but this is a different grammatical structure and is probably not relevant to your question.
