Are 'bath tissue', 'toilet tissue' or 'toilet paper' mean the same thing?

I think they are the same. Probably, toilet paper and toilet tissue are less common in the USA. Toilets are commonly called bathrooms in the USA.

In the US, a "toilet" refers specifically to the actual bowl fixture in which one relieves themself.
