Basic human needs

Hi

I have a hard time phrasing this properly:

Not everyone in this country has access to...? (basic human needs)

Not everyone in this country is able to satisfy/meet the basic human needs.

I just can't seem to put this naturally. Please help me do this in the most natural way.
