I mean that there is no exact rule to differentiate them. You can learn whether a word is irregular or regular only by memorizing.

A regular verb conjugates regularly in the present and past tense, for example, the verb "to show":

I show
You (singular) show
He (she, it) shows

Note that the verb forms in the present tense are the same, except for the third person singular, where an "s" is added to the end of the verb, and in the past tense the verb forms are all the same, with an "ed" added to the end of the base of the verb.

An irregular verb has the same conjugation in the present tense as a regular verb but there is a change in the form of the verb in the past tense - that is, not just "ed" added to the end of the base verb - for example, the verb "to speak":

Note however that the form of the verb is uniform in the past, "spoke."

As for how to tell at a glance whether a verb is regular or irregular, generally speaking, the most frequently used, most everyday, most basic verbs - to be, to have, to speak, to see, to think, etc. - that is, verbs that come from Old English and not from Latin, tend to be irregular, while verbs that were borrowed from Latin tend to be regular. These verbs of Latin origin tend to be more academic and intellectual (for example, "to see" is from Old English and is irregular, while "to visualize" is from Latin and is regular) and not as frequently used in everyday speech.

Generally speaking, the present tense is used when speaking in present time, and the past tense when speaking about events in past time. For example:

Examples of present tense usage (the person is speaking in present time):

I like your new hat.
I see that you've lost weight.
Where are you going?

Examples of past tense usage (the person is speaking about events in past time):

I saw him yesterday.
He was at school yesterday.
I talked to him last week.

However, there are times when the present and past tenses are not used strictly in present and past time, respectively. For example:

Where did he go? He was here a second ago? In both sentences the verb is in the past tense, but the time is actually in the present.

He's going to MIT. He'll start his senior year next month. In the first sentence the verb is present tense, but the sense is actually past time, since it's August and he hasn't been at school for 3 months.
