I have been with the City of New York, one of the most active planning boards in the state with experience in various forms of planning and with master plans essential to the position.

OR

I have been with the City of New York, one of the most active planning boards in the state with experience in various forms of planning and with master plans that is essential to the position.

Can someone help me with basic grammar here? Is the first sentence grammatically correct? Thanks

I don't understand what you are trying to say.

Did you serve on the New York City planning commission? Were you appointed by the mayor?
Of course the planning board members would do various activities associated with planning, including master plans.

Do you mean that you lived in New York City?
Or you were employed by an agency of the New York City government, or you worked for a contractor who performed services for an agency of the New York City government?
