Depending on or based on

The mug changes color based/depending on the temperature of the liquid.

It's usually 'depend on' with a measurement of a parameter (depends on height, weight, speed, temperature, ...) and 'based on' with information (based on today's news, the revelations of the committee, what was said at the meeting, ...).
