If you look at the overall ecological footprint of this company (Wal-Mart), you see that it
is based on paying workers, including farm workers, as little as possible so that Wal-Mart
can sell “food” as cheaply as possible.

I'm not sure why the author used the word "based on" here. I understand it says "ecological footprint of this company is based on paying workers, including farm workers, as little as possible", but I'm still not sure what the author wanted to say by that?

The author does not know the difference between the fuzzy thoughts in his head and English. A footprint can't be based on anything. People say "based on" because they don't know any other words, and they think it makes their drivel sound important. Ecological footprint is a measure of the demands placed on natural resources by an entity in relation to the capacity that exists to replace those resources. Since Walmart sells many of the same national and international brands sold by other grocers, it seems unreasonable to single out Walmart for criticism. The author is free to eat only organically grown, sustainably harvested crops picked by contented workers who are paid a living wage, but it is silly of him to suggest that food that does not meet his standards is not food at all.
