Based on

"I am going to make a movie based on a true story or I am going to make a movie, based on a true story.". This will be the last question about this grammar. So "based on" can modify "a movie" as an adjective phrase and "based on" can modify "make" as an adverb phrase. But I can not sense any meaning difference between them. After I get anyone's opinions about this, I do not need to be stressed out with this grammar anymore. Please help me one more time.
