Base and judge I have no clue how to use them

How would you correctly express these sentences?

1 You can't base how good a movie is on the reviews it gets on this site. Ive seen movies that were rated well, but that were very bad.

2 You can''t judge a movie how its reviewed on the site. The site gives movies good review that don't deserve them.

3 You can't judge how good a movie is how it is reviewed on this site.

4 He judges how good a movie is based on how many times he looks at his watch.
4 He judges how good a movie is by how many times he looks at his watch.
